In the national mental health policy text announced by the Ministry of Health in 2006, a transition to a community-based model was recommended and the Ministry decided to shift from a hospital-based model to a community-based model in mental health policy. As the first step of this model, the decision to open Community Mental Health Centers (CMHC) was made according to the results of the pilot application conducted in 2008 and the relevant directive was published in February 2011 and its implementation began.
Effective implementation of community-based mental health services requires cooperation with public institutions, local governments and non-governmental organizations. In this context, the General Directorate of Public Health has established the TRSM Provincial Coordination Boards in accordance with Article 19 of the Directive on Community Mental Health Centers with a letter dated 08.04.2015.
Coordination committees ensure that institutions providing services in the fields of health, social services, social assistance, employment, education, justice, security and local government work together to realize the "right to live independently and be included in society" as stated in Article 19 of the Convention on the Rights of Persons with Disabilities, to which our country is a party.
